By 23 June 1948, a U.S. consul reported that only about 1,500 remained — and Palestinians trying to return were being treated as “illegals.” The record is not hidden: ▸ Britain’s Parliament recorded the Haganah assault from Mount Carmel closing in on the market, while British landing craft carried civilians to Acre. ▸ A British intelligence officer described “completely indiscriminate and revolting” machine-gun fire, mortar fire and sniping on women and children. ▸ Ben-Gurion’s 1 May diary recorded perhaps 6,000 Arabs remaining, looting, Palestinians barred from the Old City and several neighbourhoods, and the rule: “It is not our job to see to the Arabs’ return.” ▸ The U.S. State Department telegram of 23 June recorded returnees as illegal and approximately 1,500 Arabs left in Haifa. Yes, Haifa’s Jewish mayor urged Arabs to stay. A plea to stay does not erase the bombardment — and it does not explain why return was blocked.
