I feel like everyone is missing the point of this song. Marge keeping the Lisa's in is a metaphor for women having to stay the same consistently— quiet, polite, sweet, submissive. Marge keeping the Lisa's in represents women repressing their inner child in fear of societal judgement. Homer letting the Bart's out is a metaphor for men being free to let their inner kid out— "they started running, they started screaming" represents the freedom men have compared to women in a misogynistic society. The Lisa's can't run and scream, because they're locked inside the house. They can only look outside and watch as the Bart's run around and play, freely. Marge isn't awful for keeping the Lisa's in- she's afraid that the Barts will force the Lisa's back inside. Marge is afraid of the scrutiny of society.
