When walking around in public, State law is what determines whether or not you have to produce an ID if an officer requests it. However, if you are driving, then you must produce a driver's license if they request it. I think a lot of younger officers confuse this point. They need to start teaching out cadets better while they're in the academy, because people know more about their rights now than ever before.

Brown v Texas, 1979. Can not demand ID based upon a hunch or unarticulated suspicion of a crime. JC! The precedent is older than most of these cops today.
