My brother, loan is different from IMF intervention. IMF is for economic bail out and loan is just a finance for project pre finance and sometimes policy intervention, it comes with interest. IMF comes with economic conditions

I don't think borrowing for SHS is the best for roads,tolls would be collected to finance the loan but for SHS'S how would the government finance the loan. When the one for SHS is used for factories and employ the unemployed youths,this will decrease unemployment and when the factories run it will generate profit to finance the loan
