Honestly is it theft of service if he hasn’t left yet? He’s being forced to leave and (if his story is true) he has the money but theirs a failure on either the bank side or the tills side either of which is really his fault. On top of all that he’s in an airport and I haven’t seen many airport restaurants that lost their times of opening or closing. Idk seems a little ridiculous to arrest someone instead of making them go to court.
