The gendarmerie also make war , they are everywhere the French army does fight, they protect ambassadors in crisis country, and they even do their own military campaign like in Spain during Napoleonic times.

in most european countries similar rules exist but some types of military units equilivent to the US National Guard and military police units are exempt from them. So no this isn't the army it's the military police

It's not only France. Spain and Italy do it as well. It'd part of their traditions and cultural development. Back in the days there was no dedicated police force and the duties to keep citizens safe were left to the military in Spain it was to the religious orders. But Gendarmerie is the first existing law enforcement agency. Spain and Italy got theirs as dedicated police in the 19th century.
