What hurts most about this scene is that Penelope is Spartan, and in Sparta women are taught to fight, manage finances, and run the household. So Penelope was indeed a good She was a ruler, but no one respected her on her own.

I don’t think people realize everything she ties to Odysseus. She’s been in survival mode, trying to keep herself, Ithaca and Telemachus safe since his departure, all while knowing how truly limited her ability to do so is. Odysseus represents safety, security, stability, peace, etc. to her. She knows no suitor will ever provide all of that for all three of things she’s trying to protect. Only Odysseus can and would do that.
