The victim doesn’t “press charges” in the UK. The law doesn’t work like that here. A witness can remove their statement and refused to give evidence which may result in charges being dropped because there isn’t enough evidence otherwise for a realistic chance of prosecution. Just because a witness says they want something to be done about it, if the CPS don’t think there is a realistic chance of conviction, or if its not in the public interest, the CPS won’t take the case to court. Nothing to do with the witness.
