gate agent here!! these backpacks themselves are 40x30x20 but if you fill them up like that, they are bigger and don’t fit. you can bring what you’ve payed for, and if the backpack doesn’t meet the requirements you would be charged. so yes, this backpack would be measured since it’s too big ☹️
