The government can secure exams, but cannot prevent thousands of parents and students from actively seeking out leaked exams and being willing to pay millions to circumvent the system. This crisis is a reflection of our hyper-competitive society, which prioritizes results over merit. As long as citizens continue to buy leaked exams, the black market will never disappear.
