There's a possibility here that this is a 60mph road & the car in front of the van could have possibly slammed on the brakes & then indicated to to turn, I'm a bus driver & see this all the time, People brake before indicating which usually means they aren't prepared enough for the manoeuvre they are about to take so they slam on the brakes without looking behind them, That van driver could have possibly been avoiding a rear end collision or It was just he was driving to close to the car & couldn't react quick enough but don't just assume the van is in the wrong, that car may have just caused an accident without totally being involved 🤷🏼

The van behind the car is at fault because no matter the speed limit of the road the van driver should keep a safe enough distance behind the vehicle that even if the car was to break heavily it would still give the van driver enough time to brake and have no reason to enter oncoming traffic to avoid a collision with the turning vehicle 👍

It’s not the vans fault the person in front of the van didn’t indicate do the van had to try swerve out the way in time what caused this collision so the car in front of van caused this accident

To be fair the camera vehicle speeds up as it approaches the crossroads. There’s also a slow sign on the road too.

I had exactly the same accident and my van looked like the one your dash cam is looking at, I was hit by a stolen ford fiesta. I thought I was worm food but still here, 2011 mine was but I still think of it all the time plus my heart rate rises when someone is speeding towards me even if they are not crossing the white line!!
