cage doesn’t count as a lot of things for some reason. It doesn’t count as a conspicuous action either (unless they changed that) They don’t count it as an unhooking

it's his kit it's supposed to be like that, there can be a text at the loading screen saying that his cages don't work with any hook perks (works for him aswell: pop, bbq etc)
