@thearchipelagopress: Every typhoon season, we face the same devastating floods. For the longest time, we’ve accepted this as a normal part of life, an expected reality for an archipelagic country like the Philippines. But according to the United Nations Office for Disaster Risk Reduction (UNDRR), disasters aren't just natural events. They are systemic failures. A disaster is a formulaic combination of three things: (1) hazard, (2) exposure, and (3) vulnerability. A typhoon is a natural hazard. But it only becomes a catastrophic disaster when state neglect leaves our communities completely unprotected. While our streets flood with muddy water, government institutions are flooded with corruption. Labeling these deadly crises as "natural disasters" is an active refusal to hold state actors accountable for what is completely manageable. During these trying times, we must continue to support one another through community action—while fiercely demanding accountability from those in power.
