Corpse starch, even for the poorer citizens of the Imperium, is usually only distributed as a last resort food source. Guardsmen only resort to it when supply lines are nonexistent (or their fight started without supply lines in the first place) etc. Nutri-sticks are the most common "peasant" food you'll find in most places. Bland, awful texture, but hey there's protein and calories so shut up and chew.

Most people just eat pretty regular food. It’ll usually be really low quality, but it’s still just food. There are entire planets, devoted to agriculture. Sometimes that is in the form of big algae farms, but other times it’s miles and miles and miles and miles of corn and wheat and other equivalent grain product products. Stuff like corpse starch is only really common for the lower dregs in hive cities and SOME guard rations.
