Aemond wanted to accept the duty but just because he is not the 1st born son, all he could do is to do hard work so at least he can be deserve the love of his mother. His actually a Mama's boy. Alicent failed being ba mother. We'll Alicent have her children out of duty no wonder. Meanwhile Rhaenyra have her children out of love regardless whatever form or whoever their father's.

Same can be said about Rhaenyra. She was named heir for 20 years and didn't do anything. Out of all viserys children Aemond is by far the best because he uses his time.
