I explain it to my students like floors of a building: to build a dominant cord you can't have a ninth floor or an 11th floor or a 13th floor if there's no seventh floor. Otherwise, if you want those elements, you have to either spell them as a 2/4 suspension, a "6 chord", or just "add" them on to a triad (a small house). 🤷🏻♂️

Why doesnt the C9 assume major and just have the expected major 7th. Flatting the 7th is the odd duck and should be written as C9min7? Seems like extra work. Newbie question.

And just for funsies if you do jazz a Δ or a capital M = a major 7th(or 9th, 11th, etc.) A lowercase m = minor seventh, a ° = diminished, and a Ø = a half-diminished (also known as a minor7b5). Fun!

Dude ur leaving out an important fact. The real difference in these chords is their function. c9 is a 5 chord in major. Cmin7 is a 2 chord in major. All this depends on what chord happens before and after these chords. Referred to as Chord Families.
