I’d assume so, tap water is treated before hand so I’m sure there’s some level of effects. Personally I live out in the boonies and we have a dedicated drum used to collect rainwater. Our garden and decorative plants are doing well, some even decades old.

Rain from thunderstorms are rich in fixed nitrogen from the atmosphere. You may notice the day or days after a thunderstorm, you plants grow a lot more foliage

Water is water. What matters is what’s with it. Rain water is unfiltered, meaning it could become acid rain. Or it could have minerals from the air and be beneficial.
