Ryanair flies high because the thinner air dramatically reduces drag, and freezing temperatures make their jet engines burn fuel much more efficiently. Cruising at that altitude also keeps them above weather and turbulence, saving even more energy. The only exception is on very short flights, where the massive amount of fuel needed to climb simply isn't worth the brief savings at the top.
