It really depends on the barangay chief if you want to have a sport thats wide range and it uses long distances to cover then you need permission from the chief especially permits and moreover the money they will spend on the police, routing where the race will be taken fron start to finish, barracks, own teams, barricades so no people nor cars can get in. Especially if the road is mainly used for transporting passengers and more likely for cars to pass through so adding cycling to intrams isn't because of they don't want it, it's because its expensive, hard to manage, jerseys, causing problems to the citizens that use the road where the race willbe held on. Look i understand too yes i am a cyclist myself and i completely aware and disappointed too.
