a bakers dozen is 13 but it's not a given. you get a bakers dozen if the baker is feeling generous or has extra. you don't expect it.

Bread used to have rules around weight so a bakers dozen was an extra one thrown in to ensure the baker made weight. Originates in England I believe when they were trying to enforce some regulations
