This isn’t a writing flaw it’s on purpose. He’s so scared of violence he opposes weapon advancements made even by his own allies. He doesn’t realize how horrible things have gotten until he is banished from the council and decides to visit Zaun. Once he sees how desperate the situation is, he risks his own life and his own journey home to give Ekko the chance to set things right. Probably one of the best handled character arcs in all of season 2

he actually had a redemption arc when he went to that universe and made everything better for Zaunites, it showed that he learned from his mistakes and actually took attention to Zaun.

Ok to be fair he never went to the undercity till he was booted and only then did he realise how bad it was down there, not yes no excuse cus he was councillor for 100+ years and should have tried to do something then but he could have been trying to focus on piltover and once they didn’t need his help he went to the undercity to help

Yall forget his mindset is literally: "It takes time" hence why he did NOTHING. He believes nothing good comes quick or forced in pace. It's true, yes, but also didn't do shit because he never learned TIMING. Hence why Ekko matching up with Heimer made sense.

it's far more complex than just that, heimerdinger is an example of lack of agency due to trauma, he believed that maintaining the status quo was the best way to preserve piltover, his character arc is him getting to the point where he actually tries to help and defy what he standed for

Heimerdinger is an amazing character once you realize he us not human. He comes from an species that just don’t die, so he doesnt react to social problems the way a human would. One of my favorite scenes is when he tells Jayce and Viktor that Vex tech will be ready in some decades and is confused when viktor is worried about that.
