@the_kyiv_independent: Protesters gathered again in Kyiv on July 20 over President Volodymyr Zelensky's decision to dismiss Defense Minister Mykhailo Fedorov while keeping Commander-in-Chief Oleksandr Syrskyi in office. A decision on Syrskyi's dismissal is expected soon, possibly within days, a person familiar with the matter told the Kyiv Independent. Fedorov, meanwhile, was offered another role focused on military technology and on overseeing the ministry's modernization, but according to two people familiar with the matter, he is only willing to return as defense minister.

This scenario must not be confused with standard civilian control of the military, where elected leaders set high-level policy while letting generals run the actual warfare.
