My guess is it's an oversight or a bug. Perhaps when you turn around the game stops certain animations from playing when off screen for performance. the closed eyelids may be one of those animations. Using photo mode completely stops any animation from layering on top of the default state (open eyes) Makes sense why this happens in other NPCs as well. could be a bug or an oversight from optimization. I'm not a game developer nor ever played TLOU. just making a guess based to bugs I've seen before.
