IT 100% IS HYDRA CAP in this movie Doom might as well be god he is that powerful the way magic works in the MCU is a stronger magician is ALWAYS CAPABLE OF OVERPOWERING other magic users and Doom is confirmed to be the strongest villain ever likely stronger than Odin so he could’ve easily manipulated either the enchantment or Hydra Cap
