People saying Frank, Jefferson or Chloe are ABSOLUTELY WRONG, the only person who would do that wish based on their character and how they feel about Rachel is NATHAN, Frank genuinely loved Rachel, he's not an insecure loser like Bear AND they were in a relationship even if it was secret, he wouldn't even entertain the one wish willow let alone wish for something like Rachel's love. Jefferson didn't love Rachel, he was a bit more interested in her than his usual victims, what with him finding her interesting enough to actually have a sexual relationship with, sure, but to be honest he most likely wouldn't really wish for her love since he doesn't have anything to gain for it and he doesn't care about people outside of his twisted art, in fact he never even took her to the Dark Room himself (that was all Nathan) probably because he prefers his victims to be innocents in his eyes which is soemthing he mentions multiple times when talking at the start of the game + when he's taking pictures of Max and it also explains why he also chose Kate. He'd most likely never even take the wish willow seriously amd if he did he'd probably wish for more ideal victims for his art Chloe was head over heels with Rachel and when she doesn't take shit seriously she can act like a bit of a dumbass, so she'd either jokingly wish for more weed or money, sarcastically wish for David to disappear/Joyce leave him, or sadly wish for her DAD back NATHAN is the only one who would make that wish towards Rachel, he's the one who was GENUINELY obsessed with her and her attention because he wanted to sleep with her and he's not used to not getting what he wants. Dude knew shit about her that even Chloe didn't like the blood pact Remember it was to the point that he was the one who drugged her and in MY opinion if she hadn't died, which led to him feeling guilty and being traumatized about it, there's a decent chance he would've taken advantage of her
