You do have a right to travel but not a legal right to drive. Right to travel refers to having the legal right to go from town to town, city to city or state to state without having to have travel documents. It doesn’t give you the right to drive. If you are pulled over for a traffic violation then by law you are required to give DL and insurance. Refusing can and will escalate to being arrested
