In the book Velaryons are actually white which makes it harder to tell if they were bastards or not. Not sure why the show runners went with this casting. It's not true to the story.

by westeros law, jace and lucerys would not be considered bastards. their adoptive father accepted them as legitimate, their grandfather, the king, also accepted and acknowledged them as legitimate heirs to the throne, there's nothing to argue over. they still have strong enough targaryan blood to be accepted and ride dragon's. if you're gonna try and use the excuse that "they're only half/part targaryan", so are alicent's kids?? half targaryan half hightower like hello? rhaenyra had her husbands full blessing to go have children because he couldn't produce children with her, it doesn't matter who it's from since laenor still fully acknowledged them as his own
