What “computer says no” means The phrase comes from the TV sketch show Little Britain (early 2000s). In the sketch, a woman behind a desk types your request into the computer, then says “Computer says no” and refuses to help, no matter how simple or reasonable the request is. UK ministers have literally used the phrase when talking about fixing public services. In 2026, a UK government paper on digital public services said straight out: “a culture of ‘computer says no’ is not good enough.” That’s the state admitting this is a real problem in how services treat people, not just a joke. Michael Lipsky, looked at people like caseworkers, clerks, police officers — anyone who deals with the public and has some power over them. He found a simple pattern: These workers are overloaded and under pressure. To cope, they follow fixed routines and rules so they don’t have to make hard decisions every time. From the worker’s point of view, this feels fair and neutral — “I’m just following procedure.” From the citizen’s point of view, it feels like cold, rigid refusal — “computer says no”.
