where do you want pipes to pass. those are not offices bro. Alot of appliances and electrical connections need to be catered for in a standard apartment to avoid surface wires.

the mistake I see here is only that he left the offcuts in your layout, but the having many pipes layed is not a problem because once the concrete is layed, you don't have any option of adding anny pipe. In modern housing you must plan for ; 1. internet 2. electrical 3. solar 4. Tv and with those all, can you have only two pipes layed?
