The argument that holds better is when the West held interest in the weakend China sphere they didn't care about Democracy. Neither Hong Kong, Taiwan nor South Korea (not chinese) were governed as democracies and were fully supported by the west. Taiwan and South Korea were cruel and bloody dictatorships. Hong Kong was a suppressed colony until Britain realised if they give Hong Kong back as a democracy they can gift China a ticking social time bomb so Britain did a last minute Democratic reform for Hong Kong.

China learnt an important lesson when from the Qing Dynasty. Qing was economically very powerful and self-sufficient (35% of world economy). They lacked behind in industrial revolution by a lot but were economically still a giant. But all that is worthless if you don't have a competitive military to defend yourself and protect your surroundings. When foreign powers decide to attack you, no diplomacy nor economy will defend you. And this mistake caused almost 2 centuries of poverty and disaster.
