That’s a bit of a stretch honestly. A lot of these things are rooted in over a thousand years traditions and history. However throughout the human history on this planet rulers were never trustworthy, not once. Good people never crave such powers, they are unable to lie and don’t want to control others. Being a snake is part of the job description. This has never changed and never will as that’s just human nature. That’s how democracy came to be - to keep each the authorities in check.
