My theory is that it IS Loki. After Steve says no to rejoining the avengers, Loki steps up and tries to give the team hope in the form of Steve. He’s able to lift mjolnir because he gave up everything and made the ultimate sacrifice in the Loki series. That made him worthy

I deadass think and hope its captain hydra. this isn't our steve, we get him back in secret wars. doom has something to do with this steve and maybe has 616 steve captured somewhere. ik its not but if the "tony stark was always doctor doom" was real then he would know how much if a threat and how good of a leader steve is and thats why he captured steve and sent a replacement as a sleeper agent

Alright alright either it's really Captain Hydra or I read that theory that's Loki himself. Thor would by now feel that's not Steve and when Loki is near him again like he did in Ragnorak. So what if he smirks that way because Loki finally can lift mjolnir (he's literally holding the multiverse together, he should be worthy now) and Thor is shocked with "that's not possible" because he saw what Thanos did to Loki
