Here is an idea...Make a wall FOR GRAFFITI. And once a month, paint over it and start over. Give people a place to do it, but ask to leave the rest of the park clean. That way the graffiti changes constantly and perhaps people will lean towards the artistic side as opposed to the vandalism side.
