I thought that she was blocked in and couldn’t back up. and if a cop tells you to move and his lights were on, that means it’s official business and you’re not allowed to obstruct official business. It’d be like a cop standing on the side of the road and he sees you speeding like from a distance, he can tell you to slow down and pull over and if you don’t listen to that you could be charged with not being an officer plus running because he gave you a lawful command
