They are usually only coordinated and accessed jointly in cases involving serious crimes. For example, if you are speeding, crossing a solid line, driving the wrong way, or running a red light, the cameras used for enforcement are usually just traffic monitoring systems that capture photos or specific violations. Actual surveillance video footage is generally only requested when there is a need for evidence, such as in a car accident, a hit-and-run, or a case involving injury or a crime. Some public cameras may also be malfunctioning, outdated, not properly maintained, or even just installed as a deterrent without actually recording useful footage.

I am neither ugly or handsome so I don't think people who operate the cameras would watch me in China or elsewhere. But whenever I traveled in China I felt so safe even before cameras were installed in China like 30 years ago. I sometimes walked alone at night in cities big or small in China and I never faced any dangers. In LA my current residence ,I don't go out at night unless I drive.

When you tell the police that something of yours is missing, they’ll ask about the time and place, and then go with you to check the surveillance footage to confirm what exactly happened. These recordings aren’t kept forever—after a while, old footage gets overwritten by new content. And these cameras act as a deterrent to potential criminal behavior, like they're saying: Hey, buddy, I've got my eyes on you the whole time, so don't even think about doing anything bad.
