Public surveillance cameras, traffic cameras, private property cameras, and company security cameras are completely different systems. They are not all connected together. They are usually only coordinated and accessed jointly in cases involving serious crimes.
For example, if you are speeding, crossing a solid line, driving the wrong way, or running a red light, the cameras used for enforcement are usually just traffic monitoring systems that capture photos or specific violations. Actual surveillance video footage is generally only requested when there is a need for evidence, such as in a car accident, a hit-and-run, or a case involving injury or a crime.
Some public cameras may also be malfunctioning, outdated, not properly maintained, or even just installed as a deterrent without actually recording useful footage.
