the verse about the Prophet that he is not a liar is for the Meccans because they all know that Muhammad was the most trustworthy under them. he even had the title Al-Amin (The trustworthy) before his Prophethood. this was never made to be a circular claim but to confront the meccans for calling him a liar. They even said to him if you'd say that an army would be behind that hill to raid us, we'd believe you with no doubt. Therefore he revealed to the meccans that he is a Prophet of God and demanded to believe in him and turn back to the one true God. But most turned their backs and called him a liar or declared his miracles as magic or illusions
