That’s not the Changing of the Guard on Parliament Hill. It’s the changing of the Honour Guard at the Tomb of the Unknown Soldier at the War Memorial in Ottawa, which is not on Parliament Hill but a few blocks away. It’s a daily ceremony which takes place in warmer months. In other words, not in winter time.
