rebellious acts were kept among the least possible number of people plus Seneca Crane was delulu thinking only in a "good show" rather than an spectacle that works as propaganda as well that's why he fell for the berries act and for which he was punished so it's not very likely that they related Katniss actions w what happened in Haymitch's games besides Snow (the records of those games were heavily edited and not much people had access to the original files)
