Apparently the neighbors care for the raccoons and feed them. My theory is that mom didn’t abandon him bc she had a for sure food source and somewhere safe to go. Usually mothers abandon their young who are disabled bc they have no chance to survive and put them in danger. His mom didn’t have to worry about any of that, so she was able to love and nurture him
