Transformer oil. Inside is a large winding that probably is arcing off inside. The oil act as an insulating fluid. That is the bubbling sound that you hear. This is extremely dangerous. You should contact your local electrical company and tell them this. If that oil catches fire, that is a massive fireball/explosion waiting to happen.
