Both are wrong. Ofc the cop shouldn’t have gone that far, but also your dog should not be charging at people. Either train it properly or keep it on a leash.

1. Having your dogs on a leash in public IS NOT an option 2. the dog ran at the officer, it looks like a pit bull which are usually aggressive 3. If you're going to have a dog off the leash then you should have them properly trained and they should listen to commands
