Not blaming the officers but there response is so slow, he walks so slowly to her as a by stander says she is not breathing, theres no rush no cpr that could have possibly prevented a death.

After an accident like this even in a car, if whiplash or more is a possibility, no one can move the victims until they get an ambulance there. There's a possibility they need a c-brace, have internal bleeding, or something else. If a c-brace is needed, it's possible there is damage to the spine or spinal cord and if you so much as turn their head, it could essentially decapitate them.
