The issue isn’t why he offered the money; it’s what his actions reveal. The ICPC Chairman had to use a bribe to obtain evidence because he knew that simply refusing could put him at risk or end the encounter without exposing the misconduct. So why is the ordinary Nigerian constantly told to “just say no” to police extortion? If the head of the agency responsible for fighting corruption didn’t rely on that advice in a real-life situation, why should citizens be expected to?

The icpc chairman is not some undercover or hidden agent, he is supposed to be known to and by the police, in fact he should be the most popular person as far as the police is concerned, if they don’t recognize him then his life is in danger, and if at that point he introduced himself, he’s even in more danger especially if he’s in an environment where he is neither protected nor holds a higher ground, people saying that he did it deliberately to gather evidence have never been at the mercy of those people before😁
