I’m pretty sure it’s mentioned in ballad that she used to eat raw meat during the war, and that she started liking it. The grandma’am didn’t like her eating raw meat so she often ate it while cooking meat. My guess is that when she embraced the "Tigris" name and the grandma’am died, she started exclusively eating raw meat. (Might be wrong lol)

I’m gonna be honest after the ballad of songbirds and snakes. I always assumed that the reason Tigris underwent so many procedures to look the way she does is because she understands snow better than anyone else. I feel like somewhere along the line she picked up on him, genuinely seeing the people of the district as beasts and she would probably connect the doors that he only plays with them for so long until he gets the result he wants, which is inevitably them acting like the beasts he believes they are and I always assumed that that meant Tigris under gone that transformation so that he would leave her alone.

you might be right but in ballad it says she already has a preference for very rare or raw meat and it's implied the grandmam is embarrassed by this. Suzanne Collins clearly included this to show Tigris already had the makings of it.

Also, I doubt the butcher was giving her “free” carcasses. There is the potential she had meat she survived via their arrangement that was raw and maybe she was sneaking bites from her boss. No heat makes it easier to steal. Additionally, Coryo’s disdain of the family with the maid’s leg… maybe Tigris was inspired.
