I wonder if they actually get trained to be peacekeepers but anyone whose not complacent and obedient enough then they get picked for hunger games training. kinda like how a dog can fail during training of becoming a guide dog because they get distracted too easily.

i feel like peacekeeper training would be like low ranking military training (or at least the stereotypical idea of military training, I cannot speak to the accuracy of that). yes, they want you fit and able, but they want you to follow orders first, second, last. no questions except "how high?" when they say jump

They need thousands of peace keepers and two tributes a year, so I assume the systems are very different. Hunger games training would need to start at like 10-13 and peacekeepers seem to be trained as adults based on TBOSAS, though that could have changed in 60 years.

kinda off topic but you mentioned how alliances are always temporary in the games. I was thinking about this watching Mockingjay pt 1, when Coin is speaking in front of 13, she says something along the lines of them being a powerful alliance. such a small detail but alluding to how things will end with Coin. all alliances have to be temporary

My head canon is they have other places for fighting and killing and betting poles that the trained ones are put in and they’re basically just wild animals fighting for amusement
