30k termies are 100% cooler but also they just arent comparable 40k termies are called tactical dreadnought terminators and 30k has cataphractii, saturnine, and tartaros pattern terminators. its apples to oranges

Simple answer; 30k drip = peak of Imperium power, 40k drip = lowest point ever for the Imperium. There simply isn’t enough of everything to go around to warrant creating flashy/showy armor en masse in the 40k setting like there was in 30k
