So this is actually a crime. It falls under Assault, because even though he didn’t hit them the people in these videos believed that they would be hit. It is also considered reckless endangerment because if he didn’t swerve for whatever reason and did hit them it would likely result in bruises or broken bones maybe even death if it’s an elderly person.
