Worked as a cleaner at a hospital many years ago. We all had our own areas. If you finished too quickly they would just say that your area is obviously too small, and would redistribute area from a slower person to "make it fair". Once you realize that you would just hide in a closet and scroll on your phone if you're done for the day. If the manager asks if your area is manageable you always exaggerate and say it's too much, hopefully they take away a stairway or something from your area. By punishing efficiency instead of rewarding it they encourage less efficient workers.
