there are jurisdiction line in every city, county and state. In my area down the middle of the street is the jurisdiction line. on one side of the street, county jurisdiction, on the other side, the city. So in NYC, probably the same with precincts that divide. If he was not injured, not bleeding and his attitude prior ti him filming had everything to do with how they handled his incident. If he was shot, bleeding and down, they would had helped.
