this will create mess in the countries, how do you give a responsibility to a landlord who is not a law enforcement official to start checking papers. and when they visa or documents expire so the landlord have to be reminding them what a job to the landlord. even agencies dont to that.

He is wrong. Asylum must live in government designated properties for safety if that country doesn't have those properties then it doesn't qualify to host asylum seekers.
